[qrp-l.org] SW 20 + part missing??

Hi Gang,
I'm still working on this  rig that wa supposed to be a SW 40+.
It turned out to be a SW 20-+
I  peaked up the rig and it shows 2.8 watts into a dummy load.
When I hook up a  3" wire to the 50 ohm resistor I hear a nice clean note 
when i'm on  frequency.
However as I tune all the way down I still hear the hashing CW i'm  sending.
I also have it on 40 meters along with key clicks.
Many of you  who sent me the PDF  manual for the 40 meter version shows a cap 
located at  C 114.
Located smack in the center of the board.
I have none in my  rig.
I just have a gut feeling the keyer can be the problem.
Can someone  confirm that cap for me.?
Also from the looks of the rig it's been sitting  for a long time and I don't 
think it ever worked as it should  have
