[qrp-l.org] 160m qrp? to KL7

Here I am back at the same question that continues to bug me.
When is QRO really QRP?

Monday about 11:45z with 35w on 1.824.5mc
using a 10 foot tall Hi-Q 5/160 screwdriver antenna
located @ 20 feet on my apartment roof,
I received a 539 from KL7RA, he was a 559.

the hi-q 5/160 is approximately 1.3% efficient on 160m.

I still think, it's a damn shame,
it doesn't count as a *real* qrp contact towards WAS-qrp.
